What is Kansspelautoriteit?

The Kansspelautoriteit (KSA) is the gambling regulator of the Netherlands, established on 1 April 2012, which licenses and supervises the Dutch legal online market opened in October 2021.

The KSA's stated aims are to protect consumers, prevent gambling addiction and combat illegal gambling. Online gambling became legal under licence when the Remote Gambling Act (Wet Koa) took effect on 1 October 2021. The KSA also manages Cruks, the national self-exclusion register.

Dutch rules have tightened since the market opened. Untargeted gambling advertising was banned from July 2023, and from 1 October 2024 operators must check that players can afford it before allowing deposits above €700 a month, or €300 for young adults aged 18 to 23.

The KSA regularly fines unlicensed operators targeting Dutch players and licensed operators for duty of care failings. The KSA is funded largely through levies on licence holders, and it publishes market monitors with data on the size of the legal market and the estimated reach of the illegal one.
